In the world of MCPE, a motion blur texture pack isn't a traditional "texture" change (like making grass look greener). Instead, it manipulates the game’s rendering engine to create a trailing effect when you move your camera or when objects move across your screen.

Elias felt a strange sensation in his inner ear, a phantom sensation of wind rushing past his face. He began to sprint. The blur intensified. The world dissolved into streaks of color. He ran past a cow, but it wasn't a cow anymore; it was a black-and-white streak of static, a lightning-fast smear on the landscape.

Go to Settings > Global Resources > My Packs . Click on the Motion Blur pack and hit Activate .
