VGM is chip-specific; MIDI is abstract. VGM tracks can have 6 channels (Genesis) or 3 channels (Master System). MIDI has 16 channels per port. Moreover, VGM uses chip-specific commands (like FM synthesis parameters) that have no direct equivalent in General MIDI.
